The Cotonou Autonomous Port Authority headquarters is conceived as the flagship tower of a larger integrated urban complex that also includes an auditorium, a hotel, and a commercial center, collectively forming a new civic and economic landmark for the city of Cotonou. The project asserts a strong metropolitan presence while reinforcing the strategic role of the port as one of Benin’s key economic drivers.

The tower is articulated into two complementary vertical volumes. The first is a transparent glazed volume accommodating communal spaces, meeting rooms, and reception areas, allowing generous natural light and visual openness toward the city and the ocean. The second, more opaque volume houses the administrative offices of the Port Authority, designed to ensure comfort, efficiency, privacy, and optimal working conditions. This architectural duality clearly expresses both institutional solidity and openness to the urban context.

The base of the tower is treated as an active and permeable plinth, connecting the building to the surrounding public realm and to the adjacent functions of the complex. Carefully integrated landscaping, shaded walkways, and pedestrian connections reinforce the project’s role as a vibrant urban hub. Through its contemporary architectural language, balanced massing, and integration within a mixed-use program, the project embodies the ambition of a modern, efficient, and emblematic headquarters for the Cotonou Autonomous Port Authority.
